Does anyone have to wait for a joint to reload before it can crack again?

Yes. At least 15 - 20 mins.

any idea scientifically, why?

Apparently the cracking sound is gas in the synovial fluid being compressed and released. Once this has happened you have to wait until the gasses build up in the joint again.

Depends on the joint, my usual refractory period for the digits is about twenty minutes, greater joints like elbows, knees, ankles - 3 hours or more.
